The Helicopter Crash

I see that the driver (runner) is going to be charged with the four deaths. Now, I'm not sure how that really seems to fit. It's not like they were pedestrians or other people in cars who got in his way. These were people who chased, probably broke several air laws themselves, and likely died to a mistake caused by one of them and not the guy who made the chase happen.

Seem odd to anyone else?
